Custom Pond regions with Custom Fishing Loot | Bait + BackpacksFix Pond compatibility issues with other region-protection

- Having ponds will no longer cause any other region protection mechanisms to become invalidated
(The polar opposite issue I tended to have with the Ore-Generation plugin xD)
