Changes:
Updated upstream test builds to match latest version numbering
Fixed scoreboard not adding players to the total count on late scatter
Random TP spectator size now is taken into effect and a 20 second cooldown has been added to the item to prevent TP abuse
Added fateuhc.randomtp.bypass to bypass the cooldown time
Added more checks to prevent boats from being destoryed while in spectator mode
Going into spectator mode will now remove you from the alive player list even if you did it during scatter
Fixed a few issues with block place and break permissions while in spectator mode
Added catch all for potential missing scatter players who joined after scatter started but before the game started
Added native support for 1.21.8
Check for empty teams every 60 seconds added to prevent issue with the game not ending if the player team randomly would not be marked as dead.
