Hex code support, new permission for chat in colors and recode
Now the plugin has compatibility with the hex colors of the 1.16, you can use it as <#code> on the config (also the players can talk with it)

Now for talk in colors the players it's needed to have the permission ecf.chatcolor

And finally, I have do a recode of the majority of the plugin.
