Bugs and features that have been addressed along the rewrite

• Elevator blocks linked when they were close to each other. This wont happen anymore.
• Added a command for reload and information. /elevator reload. When using the command alone it will display some information. elevator.admin has been added for this purpose. elevator.admin will also give you elevator.use.
• The plugin will now report if there is updates available.

All the code has been rewritten to make it easier to maintain and easier to scale with new features.
