Improved reloading

+ Improved the /elections reload command

» Fixed a bug where the position you are running for wasn't updating
» You can now update the settings for the next phase

- For example: If you change the duration of the Voting Phase from 1800 to 1500 in the Nomination Phase, it will change
- But sadly you can't change the settings of the current phase (at the moment)

» As always: If I broke anything with this update, please let me know and I'll try to fix it as soon as possible c:
