A simple economy plugin that support MySQL and local playerdata support.Economy v1.4

Bug fixes
Removed need for apache commons library with currency locale
new locale option in config.yml with website link for different locales (deleting config.yml file may be needed)
Currency now has 2 decimal places to fit with irl currencies.
Added k, m, b, t, q options to ends of strings
e.g. /pay md_5 1.3k is the same as /pay md_5 1300
