Broadcast a special message and give everyone potion effects whenever someone donates

Async Task, Optional packages, Commands on Donation - v2.3

[+] Runs multiple commands on donation. (Requested by Lorenzo#0008)
[+] Disable package, so you don't need to enter packages (toggle able in config) (Requested by @xNekio)
[+] Changing commands argument from /donation send <packages> <player> to /donation send <player> <packages> so you can add packages with multiple word while disabling packages.
[+] Limit amount of decimals in currentGoal and monthlyGoal placeholders.
