Long time no update

In this update I've added a few commands, and please forgive me for names being used.

- Books now send alerts via webhook if copied
- Page sounds when doing /signbook or /arwydd
- /arwydd has been added as a secondary to sign any items in hand, assuming users have permissions.
- /arwydd special - Allows use of special-signers emoji/prefix.
- /cba reload has been added for quick changes after editing the config.yml

These are what you need to update and use the newest feature, not required to add if you don't plan to use special-signers.

I'm using '' for the emojis on my own name, whatever you put there will prefix their name when using '/arwydd special', this could even be a role e.g. "[Admin]".

Example:
special-signers:
plexiate: "[ADMIN]"

Username will always show colored as &e, though I plan to add an option in the config to change this at a later date.
