Spawning bugfix + slightly reworked /npc path
USE AN OLDER VERSION FOR 1.16.1/2 COMPATIBILITY, THIS VERSION DOES NOT SUPPORT 1.16.1/2!
PLEASE BACKUP YOUR WORLDS, CITIZENS DATA AND SERVER DATA BEFORE USING THIS UPDATE.

Recent changes:
- fixes for /npc path, made editing slightly more intuitive
- improve chunk load spawn tracking
- fixes for /npc hologram
- add configurable error messages for /npc command
- bugfixes for new pathfinder
