This update adds support for using hex color codes with the chat format.
Note: I am working on adding back the original support for parsing PAPI placeholders within messages sent by the server. This is proving to be significantly challenging due to the differences between Spigot and Paper's chatting system, and also, the new 1.19.1 update. When support for this is re-added, it will very likely become a 1.19.1+ plugin.

- Fixed support for PlaceholderAPI 2.10.9 (you now need to use version 2.10.9 as opposed to 2.10.6 for this plugin to work properly)
- ProtocolLib is no longer a dependency
- Normal players can no longer send colored chat messages without the explicit permission
Remember for placeholders to be replaced, you need to give your players the "chatinjector.parse" permission!
