Fixes the universal bundle dupe by rate-limiting bundle actions.

you can set the packet limit in config.yml
you can edit messages in messages.yml

permission: bundledupefixer.alert
Alerts the person about the dupe

this plugin can cause a lot of false flags, setting the packet limit to something less than 15 might work, its more recommended to update to 1.21.8, which has the bug fixed
