Features
- Disable-Other-Break can be configured per-region now. Added command `/blockregen region break <region> <true/false/unset>`. When the option on the region is unset, the default from `Settings.yml` is used.
- Added messages for failed conditions. Add `conditions-message: "...."` to the preset. The default is taken from `Messages.yml` (`Conditions-Not-Met`).
- Most commands can now be ran from the console.
- Avoid sending info messages about saving processes / regions.
