Changes:
- Made TOOL type items unable to be used outside protected areas.
- Fixed limits custom permission amounts not working
- Added `per-protection-member-cap` to limits inside "protection-settings.yml", now protections can have a member count limit
- Added `decay-permissions` inside "protection-settings.yml", now you can customize what permission is allowed when the base is decaying
- Fixed a few bugs with the configuration of some items not being cached properly
