Added replanting support for Cactus and Sugar Cane. When harvesting Sugar Cane or Cactus, the plugin will check to see if the crop is at its fully grow, three block tall length before allowing the player to harvest. Players are only allowed to break the base block to ensure they are harvesting the entire plant.
