Broadcast option for loots

Added broadcast option to loots. You can use like this:
- Code (YAML):
  
  loots:
  '0':
  broadcast :
  - '&e %player% got 64 eggs!'
  chance : 20
  material : EGG
  amount : 64
Messages option in command loots are now also usable in item loots.
Fixed a bug that players could put items to Envoys.
Added auto sync to menus. It will only sync missing sections.
