Set Envoy Location

IMPORTANT: This version is beta and is not stable and should not be used in public server. This version is for finding bugs and reporting them.

Added:

/SkyBlockEnvoy SetLocation command with permission "skyblockenvoy.location". So players can specify the envoy location for their island. You need to update lang.yml for the new lines (you can find it in Overview page or in SkyBlockEnvoy.jar with opening RAR).
