About Howlers
This plugin sets it so that wolves will howl at the moon on full moons. There is only 1 command and the plugin is more of a plug and play. There is functionality within the config so that the plugin may be tweaked to change everything from supported moon phases to the delay between howls.

Commands
- /hwreload - reloads the config file
Permissions
- howlers.reload: gives access to the /hwreload command
Config
- ChanceOfBark - a decimal representing the chance of any wolf barking every time the event is called
- Delay - the minimum delay between howl events
- TimeVariation - the max random delay that may be added between howl events
- Volume - the volume at which to play each howl
- PitchOffset - the max +/- pitch offset for each howl
- Phases - a list of moon phases that howl events should occur on
- WorldBlacklist - which worlds if any should be skipped
