The eChatClear plugin is made for help you in this action!

In the config file, you can custom your messages, server name, etc.

The commands are really simple,

/ecc (to clear everyone's chat)
/pcc (to the player clear his own chat)

and the permissions are really simple too

echatclear.use (/ecc)
pchatclear.use (/pcc)
