This mod (plugin) are for spigot minecraft servers and it's very simple. In exchange of some XP (levels) you can have emeralds. Or the other side buy some XP with emeralds.

This is a nice way to backup XP but other player can always stole your emerald.
In the config file you can ajust the cost or the selling XP.
Take a look at the image for placing Sign.
