Coral Stay
For 1.13.1+
Coral stay is a simple plugin that allows you to place coral out of water without it dying. You can configure what worlds are affected and even what blocks are.

If the plugin does not work then the problem likely is that you are not using the latest spigot version or not using Java 8.
