Hello! The Grants plugin allows you to issue grants to regular players.
You as an admin are given a large list of settings in the config, so that, for example, a player with the VIP role could issue a flight to a player. In the player menu you can select any player (not OP, not vanished) and give him a grant. And if you find it difficult to search, you can click on the search button, enter the player's name and you will get a list of similar names.
