Protect dogs and cats from harm
How it works:
1, When a player attack a cat/dog for the first time, there will be a waring.
2, Second time, the player will face a $50 fine, and his/her name will be recorded in the data.yml inside Laws folder.
3. There will not be a fourth time, the player will be kick immediately.
