it has 3 commands:
/bc chat - it shows broadcast message on chat
/bc actionbar - it shows broadcast message on actionbar
/bc title - it shows broadcast message on middle of screen
permission to use the commands by people on your server: advbc.bc
usage: /bc or /broadcast
