QUICK INSTALL:
A simple build plugin similar to popular servers. Players that execute /blobbuild switchmode will switch between allowed and denied build states. A whitelist is also provided, being a player name found in this won't need them to execute the previous command to be allowed to build.

In order to execute said command, player needs blobbuild.switchstate permission. By default, if not whitelisted, player will be denied to place or break blocks.

Plugin doesn't need Plugman to be reloaded. If disabled in config, listeners will be unregistered. If enabled again, listeners will be registered back.
It's friendly with new Paper's changes which currently don't allow PlugmanX and such plugins to work at the time.
