With special arrows you can introduce new types of arrows in your server.

Commands

/specialarrows give <player> <specialarrow> <amount> : give a player an amount of the special arrow
/specialarrows get <specialarrow> : get an special arrow

Permissions

/specialarrows give <player> <specialarrow> <amount> : specialarrows.commands.give
/specialarrows get <specialarrow> : specialarrows.commands.specialarrows.get

In the config you can adjust some of the arrows to, for example, turn off fire and explosion damage
