Step #1
Type /ps create <portal-name>.
This command will generate the file of the portal and will place the default values in it.

After you edited all the values you want using the in-game gui, click on the button "done".

Step #3
After creating your first portal, you will need to link this portal to another one, ( yes, you need 2 portals to be able to be teleported. A portal will need to have teleport locations and a destination location in order to teleport players ) using the command /ps link <portal-name1> <portal-name2>
When a player enter in a portal t eleport-location, it will be teleport to the linked-portal destination-location*.
