Method
For PLAYERS

/cw setwarp [id]
Custom the private warps.
[id]Supporting '&' name

/cw removewarp.
Open gui which is contented with remvoing buttons.

/cw setlimit [id] [number]
Set players [id] to hold [number] max warps.

/cw addlimit [id] [number]
Add to players [id] more [number] for max warps

/cw removelimit [id] [number]
Remove for player [id] [number] warps.

Setting for the limited
Admin can click the block with rod in creative mode
to set the limited pre-area
as the worldedit always does with wooden axe
MEANWHILE,
/climit add [id]
With the pre-area Adding the limited area named of [id]
/climit remove [id]
Removing the limited area of warps named [id]

PLAYERS ARE UNABLE TO SET ANY WARPS IN LIMITED AREA

By the way,the config will hold more details,despite chinese
1.7.10 upper version sometimes get codes strange
