This is a simple plugin to duplicate with a dispenser, it's more focused on anarchic servers if you want to use it for another purpose you can.

Install:
Drag and drop this plugin into the plugins folder of your server
Start the server to generate the configuration file.
Edit the file to your liking and reboot.

This is percentage based, this changes it in config.yml
