I left an initial negative review after having several problems over several updates, but I'm updating this to include the response from the author.
I've tried this plugin a couple times over the last year or so, spanning a few different versions of the game. The server was always Paper, but version numbers changed over time (usually latest version or close to). Several times I ran into issues with autofish not working for lengthy AFK periods, permissions not working properly for different roles, being able to get the rod into loot tables (or acquirable other than commands), mislabeled version numbers, and a few other things that escape my mind at the current moment.
I'll try and keep the "he said, she said" part pretty brief, but after my initial review the author responded with a fair amount of hostility, accusing me of being a bot account posting fake reviews. I was taken aback, but understood that a negative review doesn't feel great either. I gave that message a day while I gave the plugin a last shot and worked through some of the problems with my server host support team. I figured I'd work through some issues, then update the review with better info and more details about what I was having frustrations with. In that day, the author doubled down and responded again with even more hostility. I didn't get a screenshot of some of the initial negativity, but the secondary response after less than a day was "Since all you did was say the plugin doesn't work and then go off on random stuff that doesn't make any sense-and you've ignored me for almost 24 hours-I'm starting to think you're a fake account posting false reviews."
I wasn't even sure how to respond to that. Less than 24 hours seems like a reasonable response time for a review on a minor spigot plugin to me, but I guess that is unreasonable to some. Since I was still working with my server support, I gave it another day and actually ended up getting a good chunk of what I needed fixed. In that day the author reached out to me personally with "Because you haven’t replied for almost 24 hours, I am assume you are using this fake account to posting a false review." basically restating the same thing. I responded a bit jokingly, but the most polite way I knew how given the hostility with "You know what they say about people that assume" and then started to explain some of the problems, and how I was working through them with my server's support.
I don't know if it was my assumption joke, or just the fact that the author is an angry person, but they continually escalated the conversation, becoming more hostile as I tried to explain more. Multiple times, I stated that I was "happy to update the review" with more info as I learned and fixed more. At the time, I was genuinely trying to decide if I wanted to change my review to a 3 or 4 star (some issues but I got most fixed, some hostility but I wasn't too pressed about it). They kept telling me I was giving them no information, but insulted me and dismissed anything I brought up before I even had a chance to explain further. This quickly devolved into the author resorting to juvenile name calling, saying I was an "idiot" both in personal messages to me, and in their public response to my initial review. This was both unprompted, and unreturned, as I don't think name calling does anything to prove your point or change minds.
If I knew how, I'd include logs of some of the initial errors I encountered, and screenshots of the entire conversation with the author. I am happy to send this info to anyone who is curious. Apologies in advance if I don't see your message right away, I don't check Spigot dm's super often. Please don't get angry if I don't respond in "almost 24 hours" XD.

Basically, this guy initially only stated that the plugin was not working without providing any specific information. After I asked him for more details, he disappeared for three days before replying.
His response constantly emphasized that he could provide more information, but he never actually provided any. It wasn't until the end that he admitted he was trying to add a custom fishing rod to the loot tables but was unsuccessful, which is why he left a negative review, even though this plugin never offered that functionality.
He even spamming targeted reviews on all of my plugins, which is against Spigot rules.
