Added basic permissions, bstats, and fixed bug
Additions:
-Added Bstats for anonymized usage statistics
-Added permission nodes
- splasharrows.use permission to shoot SplashArrows
- splasharrows.credits permission to use /splasharrows
- splasharrows.* all permissions
Bug Fixes:
-SplashArrows only activate the first time they hit the ground now.
