Limits the amount of hoppers per plot

Added /hlscan command

Added a command (/hlscan) to scan plots for hoppers that got placed before the plugin was installed

⚠ Important for updating from 1.0.3!!! ⚠

There are new config options you need to manually add
For the /hlscan command to work you need to install FastAsyncWorldEdit on your server!
