Added new option at config.yml, "prevent-regions", this will prevent from doing random tp's on protected regions like WorldGuard, Factions, etc...
Added a permission to bypass cooldown, randomtp.cooldown.bypass
Added new RandomTP API. Access throw static methods at RandomTPAPI class.
Added new Event, PlayerRandomTeleportEvent
Added a system to do RandomTP's on specific Biomes. (In a near future, it will be called throught a command, now only throught API).
Added new metric of how many random tp's are done.
