Yes, it was chunk error, to fix it:
  1. Open server.properties
  2. Change view-distance to 16 or 32 (other wise chunks couldn't be loaded)
I also added a "security" to force load chunk if they are not around the player in a radius of 16

Bugs fixed:
- Players are now teleported to location really teleported to location if they are too far away from
- Chunk loading error fixed
